Contribution to National and Global Higher Education Policy 

Vice-Rector for Research, Innovation and International Cooperation, Nozliya Normurodova also serves as a HERE-Higher Education Reform Expert- within the Erasmus+ programme. In this capacity, she contributes to the design, monitoring, and implementation of higher education reforms both in Uzbekistan and in broader international policy dialogues.
Her expertise supports the development of inclusive, socially responsive, and globally aligned education policies. Through participation in capacity-building initiatives, peer-learning activities, and consultations with ministries and international organisations, she helps integrate principles of equitable access, social inclusion, and quality assurance into higher education governance.

 

This engagement strengthens institutional and national frameworks that enable students - including those from impoverished or marginalized communities - to benefit from transparent admission systems, inclusive mobility schemes, and improved pathways to academic and professional success. By reinforcing the social dimension of higher education, her work contributes to long-term strategies that reduce poverty through expanded access to education, skills development, and global opportunities.

 

Global Academic Cooperation and Knowledge Accessibility

The presentation of the Uzbek Studies Program at the University of Oxford on 14 October 2025 demonstrates TSUULL’s growing role in shaping global academic policies that expand equitable access to knowledge and cultural education. As the main academic and methodological partner of the programme, TSUULL ensures that high-quality educational resources on the Uzbek language, literature, and culture become accessible to a wide international audience, including students and early-career scholars from developing regions.
Through its involvement in curriculum development, research collaboration, digital content integration, and the deployment of its UzAcademy platform within Oxford’s learning ecosystem, TSUULL contributes to building global mechanisms that democratise access to cultural and linguistic education. This work supports SDG 1 by enabling socially vulnerable and low-income students — both in Uzbekistan and abroad — to benefit from advanced academic materials, international teaching, and cross-cultural research opportunities without financial barriers.

  
Institutional Contribution through National Grant Policy El-Yurt Umidi Foundation

As a permanent member of the Grant Awarding Commission of the El-yurt umidi Foundation, the Vice-Rector for Research, Innovation and International Cooperation, Nozliya Normurodova, plays a strategic role in shaping Uzbekistan’s national priorities in human capital development and equitable access to global education opportunities.
Her participation in the evaluation and selection of scholarship and grant applicants directly influences policy decisions aimed at strengthening academic mobility, fostering international integration, and expanding opportunities for talented youth across the country. Importantly, her work ensures that social inclusion, gender equity, and support for candidates from low-income or underrepresented backgrounds are systematically embedded into national selection criteria and long-term development strategies.
Through this institutional engagement, TSUULL plays an active role in shaping national mechanisms that connect higher education with poverty reduction. In particular, the University works to ensure that students from low-income and socially vulnerable backgrounds are fully supported in accessing and successfully competing for El-Yurt Umidi grants. By providing academic guidance, mentorship, preparatory support, and information sessions on international study opportunities, TSUULL helps these students overcome structural barriers and gain access to advanced training, global qualifications, and sustainable career pathways. This demonstrates the University’s concrete contribution to national-level policy implementation under SDG 1, ensuring that knowledge, skills, and international opportunities become genuinely accessible to all segments of society.

 

 

By partnering with the El-yurt umidi Foundation and the Oxford Birsoz Initiative, TSUULL helps create pathways through which talented young people from disadvantaged backgrounds can enter global academic networks, develop high-value skills, and enhance their long-term socio-economic prospects. This reflects the University’s broader mission under SDG 1.4.4 to support policies and programmes that reduce educational inequality and expand access to high-quality knowledge at national and international levels.

TSUULL strengthens national higher education policy by promoting inclusive internationalization through annual Erasmus+ TAM seminars and expert cooperation with Europe. The University expands global knowledge access, including the 2025 presentation of the Uzbek Studies Program at Oxford and the integration of UzAcademy. Its partnership with the El-yurt Umidi Foundation widens academic mobility for talented students from disadvantaged backgrounds. Vice-Rector Nozliya Normurodova plays a central role: as a HERE expert and member of the Foundation’s Grant Commission, she shapes reforms, advances equitable access, and provides practice-oriented guidance that enhances institutional capacity and social impact.

University actively contributes to national policy dialogue and capacity-building processes aimed at strengthening higher education institutions, indirectly supporting poverty reduction through improved governance, quality, and access to education. Since 2023, TSUULL has become a national hub for hosting annual Erasmus+ Technical Assistance Mission seminars, including the 2025 flagship event “Inclusive Internationalization: Expanding Access and Equity in Higher Education Programs.” These seminars bring together universities across Uzbekistan in both online and offline formats and include follow-up sessions in Uzbek to ensure inclusivity and equal participation.
Through these events, TSUULL provides a platform for:

  • • policy consultation and expert dialogue with European specialists on ranking strategies, institutional development, quality enhancement, and inclusive higher education policies;
  • capacity building for regional and national HEIs, enabling universities to align their strategies with international standards and embed equity, diversity, inclusion, and social dimension into institutional policies;
  • • sharing practical recommendations on governance, strategic planning, quality assurance, international competitiveness, and inclusive mobility frameworks.

As a national coordination hub, TSUULL strengthens institutional policies by offering HEIs practice-oriented guidance from leading European experts on integrating inclusive internationalization, reducing access barriers, designing student-centered support systems, and aligning cooperation processes with EHEA principles. By supporting evidence-based strategy development, expanding access to international opportunities, and promoting equitable participation, the university contributes to broader socio-economic goals, including poverty reduction through enhanced educational opportunities, institutional efficiency, and improved graduate outcomes.
Thus, TSUULL plays a meaningful role in national-level policy formation, promoting quality and inclusive education as a key mechanism for reducing poverty in all its dimensions.
