Reviewing Comparative Approaches and Developing International Best Practice
Alisher Navo’i Tashkent State University of the Uzbek Language and Literature (TSUULL) acts as a regional leader in embedding global perspectives into higher education reform and in promoting the implementation of the UN Sustainable Development Goals (SDGs) through institutional collaboration and policy innovation. .
Under its international cooperation initiative, “Building Partnerships and Advancing SDG Education for a Sustainable Future,” the University systematically engages in comparative international research, joint benchmarking, and best-practice exchange with more than 30 higher-education partners across Europe and Asia. These collaborations strengthen Uzbekistan’s participation in global sustainability networks and enhance institutional capacity for evidence-based education reform.
Key collaborations include:
•  Horizon Europe and MSCA-style doctoral and research networks, where TSUULL academics participate in cross-border teams analysing language, culture, and sustainability intersections, thereby producing joint policy briefs and research-based models adaptable to Uzbekistan’s context.

•  Erasmus+ projects (KA171, CBHE, and Jean Monnet modules) benchmark inclusive education, gender mainstreaming, and digital transformation policies among EU and Central Asian universities, resulting in jointly validated educational frameworks.
•  Comparative case-study reviews conducted with partner institutions such as the University of Bialystok (Poland), Ca’ Foscari University of Venice (Italy), Ankara Hacı Bayram Veli University (Turkey), and the University of Ss. Cyril and Methodius in Trnava (Slovakia). These initiatives evaluate the integration of SDGs into curricula, governance, and community outreach, establishing evidence-based recommendations recognised by the Erasmus+ Higher Education Reform Experts (HERE)  network.
Through these collaborations, TSUULL:
•  Reviews and adapts comparative international approaches to SDG-focused education and institutional governance;
•  Develops and disseminates transferable models, such as its SDG Education for Global Citizenship Framework, presented at EU and UNESCO-aligned symposia;
•  Aligns institutional strategies with the UNESCO ESD framework and the UN 2030 Agenda; and
Contributes to regional policy innovation, positioning TSUULL as a recognized reference institution in Central Asia for evidence-based, partnership-driven sustainable development.

• TSUULL has been recognized as a regional hub for advancing SDG 4 (Quality Education) through the HERE network, where it leads benchmarking initiatives that promote inclusive governance, equitable access to learning, and digital transformation in higher education. These efforts strengthen the university’s role as a model for capacity building and best practice exchange across Central Asia.

• By actively engaging in international SDG data consortia, the University contributes to SDG 17 (Partnerships for the Goals), reinforcing Uzbekistan’s integration into global sustainability monitoring frameworks. This collaboration improves regional data accuracy, transparency, and alignment with global higher education impact metrics.

• TSUULL’s comparative analyses and policy-oriented outputs are disseminated globally through international conferences, peer-reviewed publications, and its dedicated SDG web platform, ensuring open access to evidence-based practices, fostering knowledge transfer, and advancing the collective progress of global universities towards the SDGs.

Alignment with THE Impact Rankings SDG 17: Outcomes, Partnerships and Global Impact

Through structured global partnerships and research alliances, TSUULL:

•  Reviews and develops international best practice on tackling the SDGs through comparative study, policy transfer, and collaborative research; and
•  Participates in the international collection and measurement of SDG data, ensuring transparent, evidence-based monitoring of progress at institutional and national levels.
These activities, documented across TSUULL’s Building Partnerships and Advancing SDG Education platform, position the University as a regional model for international cooperation, benchmarking, and SDG data integration—fully satisfying the Impact Rankings criteria for SDG 17 (Partnerships for the Goals).
