Welcome to the SPHERE Community: Empowering Higher Education Reform at Tashkent State University of Uzbek Language and Literature

The network of Higher Education Reform Experts (HERE) was created in 2007 with the aim to provide support to the modernisation of higher education in third countries neighbouring the EU (Western Balkans, Central Asia, Eastern Partnership and South Mediterranean Region). The initiative that started during the Tempus IV programme proved to be successful and was therefore continued under the Erasmus+ Programme.  

In order to further enhance the network’s expertise and provide centralised training and network opportunities, the European Commission and its European Education and Culture Executive Agency (EACEA) continue to fund centralised support to the HERE network. This is done through a service contract (SPHERE), currently managed by a consortium consisting of OBREAL (Coordinator) and the European University Association (EUA).

The current contract is jointly implemented by OBREAL and EUA.

 
OBREAL is an association of higher education institutions, university associations and research centres with an inter-regional mandate and membership scope, committed to strengthening South-South- North cooperation within and between regions. OBREAL’s mission is to:
Promote dialogue and synergies between governmental, academic and social sectors, taking into account the specificities and heterogeneity of each region around the world;
Create cross-regional, South-South-North, global bridges for enhanced development in the higher education and research sectors specifically, via collaborative multi-regional projects.
OBREAL is active in knowledge generation, capacity development projects and policy dialogue and believes each of these pillars informs and enhances the others.

 
The European University Association (EUA) represents more than 850 universities and national rectors’ conferences in 49 countries of the European Higher Education Ared, which includes also twelve HERE Countries.  
EUA provides unrivalled opportunities for members to share best practices by participating in projects, events and other mutual-learning activities involving a wide range of universities and ensures that the independent voice of universities is heard in Europe, and internationally.
Jointly with members and European partners, it also contributes to policy making: It is a “consultative member” in the Bologna Process, and influences European Union policies on higher education, research and innovation.  
EUA also engages internationally in dialogue, and sometimes in cooperation projects. It has been working with partners around the world, including in HERE countries.

The SPHERE initiative facilitates good practice sharing, peer-learning and support to institutional and national higher education reforms on a wide range of themes and topics relevant to universities in Europe and HERE countries. It currently puts specific emphasis on the number of overarching priorities, that are at the core the European Union policy, namely:  

  • • The Green Deal: Contribute to a successful green and sustainable global economic recovery (including climate change, environment and energy);  
  • • Digital transformation: Performing digital education eco-systems, improving digital skills and competences;  
  • • Migration and mobility: Recognition of qualifications, legal pathways and integration of migrants and displaced persons;  
  • • Governance, peace, security and human development: human rights, democracy, fundamental values, citizenship, youth, gender, access and inclusion;  
  • • Sustainable growth and jobs: skills, entrepreneurship, employability, links to the labour market and jobs creation.  

Supporting higher education systems and policies is transversal to reaching these overall priorities.
Overall objective
Considering the political priorities described above, the overall objective of the SPHERE initiative is to coordinate and facilitate support and training measures for the HERE to achieve their goals.  
This includes:  

  • • To provide updated information and training regarding EU higher education policies and reforms, corresponding to the needs of the HERE;  
  • • Support the development of national workplans for the HERE Teams  
  • • Communication and dissemination of the different actions  
  • • To organise cooperation and networking between the National HERE Teams and between them and the EU Experts;  
  • • To help HERE raise awareness about EU higher education policies and programmes and to promote higher education reforms in the Partner Countries not associated to the Erasmus+ Programme, addressing the European Commission’s overarching priorities;  
  • • To disseminate the results of on-going EU projects and to identify fields of interest to be addressed in upcoming calls for proposals in line with EU and National Educational Policies.  

Every year, the SPHERE initiative includes the following activities :

  • • 5-6 Technical Assistance Missions (TAM) for each of the 21 Partner Countries and follow- up activity/publication of results from each event

From November 13-14, 2024, a representative from TSUULL will actively participate in the Erasmus+ Cluster and Contact-Making Seminar for Asia, the Pacific, and the Middle East, hosted in Bangkok, Thailand, and virtually via the RingCentral platform. This event, organized by the Directorate-General for Education, Youth, Sport and Culture (DG EAC) of the European Commission and the European Education and Culture Executive Agency (EACEA), gathers higher education and vocational education institutions from the regions mentioned above, alongside Erasmus+ stakeholders, including National Focal Points, National Agencies, and European Union Delegations.
The central theme of this year’s event will focus on "Digital in Education," addressing the digital transformation in education systems and its impact on the labor market and the future of work. This includes fostering cross-border academic partnerships that contribute to a more inclusive and peaceful global community.

The visit provided a deep dive into how European institutions have adopted practical measures to ensure inclusivity in internationalisation. Key lessons for TSUULL include:

Their core mission is threefold: to bolster policy development by aiding in modernization reforms such as curriculum innovation, governance enhancement, and bridging academia with the broader societal and economic landscape; to support policy dialogues with the EU, including through collaborations that align with Erasmus+ and other initiatives guided by the European Commission; and to support Erasmus+ and prior EU program projects by disseminating results, best practices, and innovative initiatives to foster modernization and sustainable progress across institutions.
HEREs perform a comprehensive array of activities at both national and international levels, targeting a diverse audience that includes Erasmus+ participants, potential Erasmus+ beneficiaries, higher education institutions, NGOs, government bodies, and stakeholders committed to sustainable development.
