LEVERAGING ACADEMIC EXPERTISE FOR GOVERNMENT POLICY ENHANCEMENT

Our university stands as a pivotal institution providing specialized expert advice to governmental bodies at various levels. With an emphasis on policy guidance, active committee participation, and the provision of empirical evidence, we play a crucial role in informing and shaping educational policy and practice.
Case Study: The State Test Center's Formation and Evolution
The establishment of The State Test Center under the Cabinet of Ministers of the Republic of Uzbekistan on April 15, 1992, marked a significant step toward centralizing and standardizing the admission examinations for higher and secondary special educational institutions. This center embodies the state's commitment to a unified policy for selecting applicants, advancing assessment criteria, and embracing test technologies to identify and nurture promising talent.
Strategic University Engagement and the Cabinet of Ministers Decision
Reflecting on the Cabinet of Ministers' decision No. 52 from February 4, 2021, our university's engagement is exemplified through a synergetic relationship with the State Test Center under the Cabinet of Ministers and the TSUULL Center for Advanced Training. This collaboration underlines our commitment to the implementation of state policies in education, particularly in the standardization and innovation of testing methodologies.
Contributions to the State Language Testing Standards
In line with the above-mentioned decision, we have facilitated the secondment of ten specialists from our Center for Training and Development of the Basics of Working in the State Language to the State Test Center. These experts have been instrumental in crafting test tasks and have conducted a comprehensive course titled "Standards of the Uzbek Literary Language and Working in the State Language." Through their efforts, 186 test tasks were meticulously developed, adhering to the rigorous standards and requirements set for state language proficiency assessments.
This collaboration and our university's ongoing advisory role epitomize the dynamic interplay between academic expertise and governmental policy-making. Our commitment to enhancing the fabric of educational governance through expert input continues to contribute to the systematic and strategic development of education in our region, thereby fostering a culture of excellence and innovation in the process of selecting the nation's future leaders and specialists.

gency for the Development of Public Service: A Strategic Alliance
The Agency for the Development of Public Service under the President of the Republic of Uzbekistan stands as the authoritative body for public service, overseeing the evolution of a cohesive state strategy in human resource development and management across governmental organizations. Operating under the direct supervision of the President, the Agency holds a pivotal position in shaping the nation's public service framework.
University's Role in State Language Proficiency
The strategic alliance between our university's State Language Training and Qualification Center and the Agency exemplifies our role in providing critical expertise in the area of state language proficiency. This collaboration ensures that state service examinations through the unified portal for vacant public servant positions reflect the highest standards of language competence.
Expert Contribution to Language Assessment Standards
This partnership has led to the appointment of two of our TSUULL Training Center experts to the Agency. Their mission: to devise language test tasks that underpin the recruitment process for civil servants, ensuring they possess the necessary proficiency in the state language. The output of this collaborative effort has been the development of over 200 nuanced test tasks, spanning three distinct categories. These tasks, diligently created by our TSUULL specialists, have been formally adopted by the State Agency to further the standard of business conducted in the state language.
Impact and Implications
This engagement not only highlights the university's influence in the realm of public service but also solidifies our commitment to fostering excellence in the administration of state functions. By aligning academic expertise with the operational needs of the Agency, we are directly contributing to the elevation of standards within public service, thereby enriching the quality of governance and public administration in the Republic of Uzbekistan.
