Recognizing the urgent challenges posed by climate change, the University commits to achieving net-zero greenhouse gas emissions by 2040, with the long-term goal of attaining full carbon neutrality by 2050.

Institutional Commitment to Net Zero Carbon Transition

Institutional Commitments
To achieve this commitment, TSUULL will implement the following measures:
•  Introduce electric campus transport: Deploy 100% electric shuttle buses for internal campus routes by 2030, replacing conventional fuel-based university transport. 
•  Support low-carbon student commuting: Provide subsidized public transport or shuttle access for at least 50% of students by 2030 to reduce reliance on private vehicles. 
•  Implement regular car-free days: Establish at least one car-free day per month for faculty, administrative staff, and campus operations, limiting private vehicle use on and around campus. 
•  Reduce transport-related emissions: Achieve a 30% reduction in transport emissions by 2030, using 2019 as the baseline year. 
•  Promote sustainable mobility behavior: Increase the share of students and staff using public transport, walking, cycling, or university shuttles to at least 30% by 2030. 
•  Track and report emissions annually: Establish a monitoring system for fuel use, shuttle usage, and participation in sustainability initiatives, with annual public reporting. 
 Implement structured net-zero awareness programmes: Deliver at least 10 sustainability trainings, workshops, or campaigns per academic year on topics such as net-zero emissions, sustainable lifestyles, green eating, and responsible resource use. 
•  Ensure broad student participation: Achieve participation of at least 60–80% of enrolled students annually in at least one sustainability-related activity. 
•  Promote sustainable campus behaviour: Introduce and scale initiatives such as green eating campaigns, green library use (digital resources and reduced paper consumption), waste reduction, and energy-saving practices.

Delivering on Our Net Zero Commitment

Over recent years, our institution has made significant progress toward achieving its net zero commitment through a series of targeted and impactful initiatives. In collaboration with a government body, we have established a contract to introduce electric shuttle buses, which has substantially reduced carbon emissions associated with campus transportation. In addition, the installation of solar power panels across the campus has enabled us to transition toward cleaner energy sources, resulting in a measurable decrease in overall electricity consumption. These efforts reflect our continued commitment to environmental sustainability and our responsibility to contribute to a greener future.

SUSTAINABILITY GOVERNANCE

- TSUULL has established its Net Zero Carbon Commitment as part of its long-term strategic vision to contribute to environmental sustainability in Uzbekistan. The initiative aims to reduce the university’s carbon footprint, promote responsible resource use, and align institutional development with global climate goals
- The Net Zero agenda is overseen by a dedicated sustainability working group composed of academic staff, administrative departments, and student representatives. This group ensures a collaborative and inclusive approach to planning and implementation
- The university’s Net Zero strategy is guided by three key milestones:
* By 2026: Achieve a 24% reduction in carbon emissions (from 2018/19 baseline)
* By 2030: Achieve a 50% reduction
* By 2040: Reach Net Zero Carbon across the university campus
- The sustainability governance body is responsible for identifying, implementing, and monitoring initiatives that reduce carbon emissions. It ensures alignment with institutional priorities and reports progress to university leadership

Academic Excellence with a Commitment to Net Zero

There are three key milestone objectives that will ensure Tashkent State University of Uzbek Language and Literature (TSUULL) remains on track to achieve its Net Zero Carbon commitment: 

Milestone 1 – By 2026, to achieve a 24% reduction in total carbon emissions compared to the 2018/19 baseline. 

Milestone 2 – By 2030, to achieve a 50% reduction in total carbon emissions compared to the 2018/19 baseline. 

Milestone 3 – By 2040, to achieve Net Zero Carbon emissions across the university campus, contributing to Uzbekistan’s broader environmental sustainability goals. 

Our 2040 target, along with interim milestones for 2026 and 2030, addresses both direct emissions related to campus energy use (Scopes 1 and 2), including transportation, supply chains, and student and staff mobility. As part of our commitment, TSUULL has initiated several practical measures. In partnership with a national government body, the university has introduced electric shuttle buses to support sustainable campus transport, significantly reducing carbon emissions associated with daily mobility. In addition, the installation of solar power panels across campus facilities has enabled a transition toward renewable energy sources, contributing to a reduction in overall electricity consumption. The Net Zero Carbon agenda is embedded within TSUULL’s strategic development priorities and serves as a key institutional performance indicator. Progress is regularly monitored and reported to university leadership. A dedicated sustainability working group—comprising academic staff, administrative units, and student representatives—coordinates and oversees initiatives that support the university’s transition toward a low-carbon future. To ensure long-term impact, sustainability funding has been integrated into campus development, infrastructure modernization, and operational planning. The university also actively supports student-led initiatives and awareness campaigns that promote environmental responsibility within the TSUULL community. We encourage all students and staff to contribute ideas and actively participate in sustainability projects, as we collectively work toward building a greener and more sustainable future for Uzbekistan.
