University Sustainability Policy: Institutional Framework for Sustainable Development
TSUULL is committed to embedding sustainability principles into all aspects of university life, including education, research, governance, campus operations, procurement, investment, and community engagement. The university recognizes its responsibility to contribute to environmental protection, social inclusion, and sustainable economic development.
This policy provides the institutional framework for promoting sustainable development in alignment with the United Nations Sustainable Development Goals (SDGs), national sustainability priorities, and international higher education sustainability standards.
The purpose of this policy is to ensure that sustainability is integrated into the university’s strategic planning and daily operations. TSUULL aims to foster a culture of environmental responsibility, ethical governance, and social impact while preparing students and staff to contribute to a sustainable future.

National Policy and Presidential Decrees Alignment
TSUULL’s Sustainability Policy is developed and implemented in full alignment with the strategic priorities, Presidential decrees, national reform programmes, and long-term development frameworks of the Republic of Uzbekistan related to sustainable development, environmental protection, climate resilience, green economic transformation, and responsible resource management.
The university recognizes its institutional responsibility to support the national sustainability agenda and therefore ensures that its policies, academic activities, research initiatives, operational practices, and community engagement programmes are aligned with the broader policy direction established by the Government of Uzbekistan and the Presidential Administration.
In particular, TSUULL aligns its sustainability-related initiatives with key national priorities, including:

  • •  the Uzbekistan–2030 Strategy, which emphasizes sustainable economic growth, environmental responsibility, innovation, and social wellbeing 
  • •  the national green economy transition agenda, aimed at promoting sustainable production, energy efficiency, and environmentally responsible development 
  • •  Presidential reforms and state programmes focused on environmental protection, biodiversity conservation, and climate resilience 
  • •  the nationwide Yashil Makon greening initiatives, which support afforestation, green spaces, and ecological awareness 
  • •  national priorities on sustainable resource use, emissions reduction, energy saving, and efficient water management 
  • •  state policies encouraging education for sustainable development and ecological literacy 

TSUULL further ensures that all sustainability-related teaching, research, campus operations, procurement, investment activities, and outreach projects contribute directly to both national development priorities and the United Nations Sustainable Development Goals (SDGs).
Through this strategic alignment, the university seeks to serve as an active institutional partner in supporting Uzbekistan’s transition towards a more sustainable, resilient, and environmentally responsible future.

Institutional Coverage and Applicability
This Sustainability Policy applies comprehensively to all areas of activity, governance, and operations within TSUULL and serves as an institution-wide framework for embedding sustainability principles across the university’s strategic and operational functions.
The scope of this policy extends to all academic departments, faculties, schools, research institutes, centres of excellence, laboratories, libraries, administrative offices, professional services, and all other structural units functioning under the university’s authority. It is applicable to all members of the university community, including academic staff, researchers, administrative and technical personnel, students at all levels, visiting scholars, contractors, service providers, and partner organizations engaged in university-related activities.

Environmental Sustainability
TSUULL is committed to advancing environmental stewardship and climate responsibility across all areas of institutional activity. The university actively integrates environmental sustainability principles into campus operations, academic programmes, and institutional planning to reduce ecological impact and promote long-term environmental resilience.
TSUULL commits to:

  • •  systematically reducing greenhouse gas emissions through energy-efficient practices and sustainable infrastructure development 
  • •  improving energy efficiency across university buildings, laboratories, and digital systems 
  • •  promoting responsible water management and conservation practices

The implementation of this Sustainability Policy is the responsibility of the University Administration, in coordination with all relevant academic and administrative departments, institutional units, and designated sustainability coordinators. The University ensures that the principles and requirements of this policy are effectively integrated into strategic planning, operational processes, and decision-making at all levels.
The University Administration shall oversee the allocation of responsibilities, provide necessary institutional support, and ensure that sustainability objectives are embedded within governance structures. All departments and units are required to actively support implementation and contribute to the achievement of policy objectives through their respective functions.
Continuous improvement is ensured through systematic monitoring, performance evaluation, and institutional reporting on an annual basis.
This Policy shall be subject to formal review on an annual basis to ensure its continued relevance, effectiveness, and alignment with evolving international sustainability standards, national policy frameworks, and institutional strategic priorities, including QS Sustainability requirements.
Revisions may be undertaken where necessary to reflect changes in regulatory environments, best practices, or institutional development goals.
