Policy on Prevention of Discrimination and Ensuring Equal Rights and Opportunities for Women and Transgender

This Regulation establishes the institutional framework, procedures, and mechanisms for preventing discrimination and ensuring equal rights and opportunities for women at TSUULL.

 

It is based on the Law of the Republic of Uzbekistan “On Guarantees of Equal Rights and Opportunities for Women and Men” (No. O‘RQ-562, dated September 2, 2019) and related national policies promoting gender equality and women’s empowerment.

The primary aim of this Regulation is to establish a comprehensive institutional framework that guarantees equality between women and men in all spheres of academic, professional, and social life within TSUULL. The policy seeks to eliminate barriers that restrict women’s participation, leadership, and career development, while ensuring that both genders enjoy fair access to education, employment, and decision-making processes. It also aims to integrate gender sensitivity into every aspect of university governance, curriculum design, research planning, and campus culture, fostering an inclusive environment where respect, dignity, and opportunity prevail.

Objectives

2.1. To eliminate both direct and indirect discrimination based on gender across all areas of university life, including but not limited to admission, employment, research, and administrative processes.

2.2. To ensure equal rights, access, and opportunities for women and men in academic, administrative, and extracurricular spheres, empowering female participation and representation in all levels of university governance.

2.3. To strengthen institutional capacity through gender-awareness training, transparent monitoring systems, and the development of sustainable gender equality frameworks that ensure continuous progress and compliance.

 

Key Principles

3.1. Legality and Compliance: All actions must align with national and institutional legislation on gender equality, ensuring lawful and ethical practice in every university process.

3.2. Equality of Rights: Equal access and participation for women and men in all university activities — from academic programs to leadership opportunities — are guaranteed as a fundamental right.

3.3. Non-Discrimination: The University prohibits any form of bias, exclusion, or unfair treatment based on gender, marital status, parental status, or social condition.

3.4. Transparency and Accountability: All decisions related to gender policy, recruitment, and promotion shall be made openly and fairly, ensuring public confidence and institutional integrity.

3.5. Empowerment and Support: TSUULL shall continuously promote and implement initiatives that enhance women’s academic and professional advancement, encouraging equal leadership and innovation.

 

Support for Female Applicants and Students

5.1. TSUULL is committed to empowering female students and applicants through targeted institutional programs that encourage leadership, academic success, and social participation.

5.2. The University provides a range of support mechanisms, including:

5.2.1. Mentorship and leadership development programs designed to strengthen confidence, professional skills, and academic performance.

5.2.2. Capacity-building workshops focused on personal growth, digital literacy, research skills, and professional advancement.

5.2.3. Recognition programs that celebrate women’s academic achievements and contributions to university life.

5.2.4. Awareness campaigns to promote diverse career choices and challenge traditional gender stereotypes in education and employment.

5.3. In accordance with university regulations, special scholarships and grants are provided to female applicants pursuing Master’s degrees, fostering equality in access to higher education.

 

Prevention of Discrimination Against Transgender Individuals

5¹.1. TSUULL upholds the principle of equality and explicitly prohibits any form of discrimination, exclusion, or harassment based on gender identity or gender expression.

5¹.2. The University recognizes and respects the rights of transgender individuals as equal members of the academic community, ensuring their full participation in education, employment, and social life without prejudice or bias.

5¹.3. Discriminatory behavior, derogatory treatment, or any act of hostility toward transgender students, staff, or applicants is strictly prohibited and subject to disciplinary action in accordance with university policies.

5¹.4. TSUULL commits to creating a safe, respectful, and inclusive environment for transgender individuals through awareness programs, counseling support, and non-discriminatory administrative procedures.

5¹.5. The University shall ensure that all institutional policies, facilities, and documentation respect individuals’ self-identified gender and provide reasonable accommodations when necessary to protect dignity and privacy.

 

Targeted Support for Women from Low-Income Families

6.1. As part of its commitment to social equity, TSUULL provides comprehensive support to talented women from economically disadvantaged families and vulnerable backgrounds.

6.2. This support includes:

• Free or subsidized dormitory accommodation;

• Access to necessary educational materials, including textbooks and laptops;

• Psychological, academic, and social counselling to enhance well-being and academic success;

• Monthly stipends or one-time financial assistance for study-related needs.

6.3. Faculty mentors are assigned to guide these students, providing academic supervision and helping them integrate into university life.

6.4. Additional special university grants are available to promote access, retention, and successful completion of degree programs for women facing financial or social challenges.

 

Roles and Responsibilities

8.1 University Administration

Ensures full compliance with national laws and internal policies, allocates necessary resources, and approves annual action plans dedicated to gender equality advancement.

8.2. Deans and Department Heads

Integrate gender-sensitive practices into teaching, research, and administration; address and prevent any form of gender-based discrimination or harassment.

8.3. Human Resources Department

Implements fair recruitment and promotion systems, conducts gender audits, and organizes staff training on equality, inclusion, and respectful workplace conduct.

8.4. Gender Equality Committee

Monitors the enforcement of this Regulation, reviews reports and complaints, and proposes corrective measures to uphold gender balance and institutional fairness.

8.5. Students and Staff Members

Are responsible for upholding gender equality principles in daily interactions and promptly reporting any violations or discrimination cases to the Committee.

 

Cooperation with National Institutions

To strengthen its gender equality initiatives, TSUULL maintains close cooperation with national and regional institutions dedicated to the protection of women’s rights and family well-being.

The University partners with the following key organizations:

The National Agency for Social Protection (Ijtimoiy Himoya Milliy Agentligi) provides institutional and legal support for women and vulnerable families, facilitating access to social services, vocational training, and rehabilitation programs.

The Committee on Family and Women of the Republic of Uzbekistan coordinates state policy on gender equality, supports women’s empowerment, prevents domestic violence, and promotes active female participation in public life.

Through these partnerships, TSUULL organizes joint awareness campaigns, training sessions, and outreach projects, ensuring that national gender equality strategies are effectively implemented at the university level.

The University also participates in governmental reporting and consultation mechanisms, sharing data and best practices to strengthen national progress toward gender equity and inclusion.

 

Reporting and Response Mechanisms for Discrimination Cases

Where to Report:

Any student, faculty member, or employee who experiences or witnesses gender-based discrimination, harassment, or unfair treatment may report it confidentially to the Gender Equality Committee or the University Ethics Commission.

Reports can also be submitted directly to the Human Resources Department if the issue involves staff, or referred to the Vice-Rector for Youth, Gender, and Social Affairs for further coordination.

Reporting Channels:

Complaints may be submitted through the following channels:

• In person to the office of the Gender Equality Committee;

• Via an anonymous online reporting form available on the university’s website;

• Through a written letter addressed to the Vice-Rector for Youth, Gender, and Social Affairs.

 

Confidentiality and Protection:

All reports are handled with the highest degree of confidentiality and discretion. Retaliation or adverse action against any individual who submits a report or participates in an investigation is strictly prohibited. The university guarantees full protection of complainants, witnesses, and other persons involved in the inquiry.

Investigation and Resolution:

Upon receiving a complaint, the Gender Equality Committee conducts a preliminary review within five (5) working days. If the case requires deeper examination, a formal investigation is launched in coordination with the University Ethics Commission and the Human Resources Department.

The findings of the investigation are then reviewed by the Rector and the University Board of Trustees, which ensures impartiality, transparency, and adherence to university and national regulations.

Support Services:

The University provides psychological counselling, legal guidance, and mediation services to any person affected by discrimination or harassment.

These services aim to restore well-being, promote reconciliation when appropriate, and maintain a safe and supportive educational and working environment.
