This policy outlines the principles and procedures guiding admissions, access, and participation of women at TSUULL.
It complements the University’s overarching Admissions Policy and affirms TSUULL’s strong commitment to gender equality, inclusivity, and fairness in higher education.
TSUULL ensures that all women — regardless of social, cultural, or economic background — are given equal opportunities to apply, study, and succeed at the University.
The University promotes transparent and consistent admissions practices, aligned with national legislation and the institution’s values of equality, diversity, and academic integrity.
TSUULL is dedicated to fostering an inclusive and equitable academic environment where women are empowered to participate fully and succeed. The University aims to encourage women’s active engagement in higher education and academic leadership, ensuring that they have equal opportunities to contribute to and benefit from university life.
TSUULL is committed to identifying and removing barriers that may limit women’s access to university programmes, promoting a culture of fairness, openness, and respect. The University strives to create an atmosphere where female students and staff can thrive both academically and professionally through supportive policies, mentorship, and leadership development initiatives.
Recognizing that diversity strengthens both education and society, TSUULL views it as a valuable asset that enriches learning experiences and fosters innovation. The University actively supports women from all backgrounds — including those from underrepresented or disadvantaged groups — ensuring that every individual has the opportunity to reach her full potential and contribute meaningfully to the academic community.

Grants and scholarships for female applicants to Master’s degree programmes
Women’s application rates, admission outcomes, and participation tracking – by Registrar Office
Women’s application rates, admission outcomes, and participation tracking
1.1. The Registrar Office continuously monitors and maintains detailed records on women’s application rates, admission outcomes, and participation across all academic programmes.
1.2. These indicators are analysed regularly to identify gender gaps and inform improvements in institutional policies.
1.3. The results of monitoring are included in annual Gender Impact Report and submitted to the Vice-Rector for Youth Affairs and Spiritual Enlightenment for review.
Institutional Policy on Women’s Participation
2.1. TSUULL has established a dedicated Policy on Women’s Application and Participation in Higher Education, which outlines the University’s long-term commitments to gender equality.
2.2. The Policy aims to promote women’s access to higher education, ensure gender balance in admission and selection processes, and enhance women’s leadership opportunities.
2.3. Implementation of this Policy is coordinated jointly by the Registrar Office, Gender Equality Committee, and Student Recruitment Division.
Support for Female Applicants
3.1. TSUULL is committed to empowering female applicants and students through targeted support measures.
3.2. These measures include mentorship and leadership programmes, capacity-building workshops, balanced representation of women in academic and administrative bodies, and recognition of women’s academic achievements.
3.3. The University also carries out awareness campaigns encouraging non-stereotyped academic and career choices, motivating girls and young women to pursue diverse and innovative fields of study.
3.4. In accordance with the University’s internal Regulation on Supporting Women’s Access to Graduate Education, TSUULL offers dedicated grants and scholarships for female applicants to Master’s degree programmes, particularly in fields where women are underrepresented.
3.5. These grants are intended to enhance women’s participation in postgraduate education and to strengthen the University’s commitment to gender balance in academic and research environments.
Targeted Support for Women from Low-Income Families
4.1. In line with TSUULL’s social responsibility mission, the University provides financial and academic assistance to talented women from low-income families and vulnerable backgrounds.
4.2. Such support includes free or subsidized accommodation, textbooks, laptops, counselling services, and monthly stipends for students from the lowest income groups.
4.3. Additional special university grants are available for women from low-income households to promote access, retention, and successful completion of their studies.
Women’s Empowerment and Institutional Commitment
5.1. TSUULL recognizes that women’s empowerment is fundamental to achieving sustainable academic and social development.
5.2. The University commits to regular review of internal regulations to ensure gender balance across all institutional structures.
5.3. Research is conducted on women’s participation in academia to identify barriers to career advancement.
5.4. TSUULL promotes female leadership in administrative, academic, and research roles and ensures gender-sensitive approaches in recruitment, promotions, and decision-making.
5.5. The University actively participates in national and international gender equality networks, fostering collaboration and knowledge exchange.
