NON-DISCRIMINATION AND FEMALE EMPOWERMENT POLICY

 

Introduction

Alisher Navo’i Tashkent State University of Uzbek Language and Literature University is committed to providing an environment that is free from discrimination and harassment based upon race, color, religion, national origin, sex, ethnicity, pregnancy, disability, age, sexual orientation, gender identity, genetic information, veteran status or any other status protected by constitutional law of the Republic of Uzbekistan.

The University will not tolerate discrimination or harassment in any of its programs or activities and is committed to preventing and stopping discrimination or harassment whenever it may occur at the University or in its programs.

A determination as to whether discrimination or harassment has occurred will be based upon the context in which the alleged conduct occurs.


This policy applies to all employees, students, visitors, volunteers, applicants and program participants. Any person who has experienced or observed any discrimination and/or harassment must report it as soon as possible. No student or employee should assume that an official of the University knows about a particular situation unless it has been reported. It is a violation of this policy for a supervisor or administrator to disregard or delay reporting an allegation of discrimination or harassment. In addition, retaliation against a person who has made a report or filed a complaint, is a witness to, or has participated in the investigation of a complaint of discrimination or harassment is prohibited.


Prevention of Discrimination: The university shall not tolerate any form of discrimination, harassment, or unequal treatment of women, and will take proactive measures to prevent such behaviors within the university community.
Equal Opportunities: The university is committed to providing equal opportunities for women in all academic, administrative, and extracurricular activities, ensuring their full and meaningful participation.
Education and Awareness: The university shall engage in educational programs and awareness campaigns to promote a deeper understanding of gender equality, gender roles, and the harmful effects of discrimination. These programs aim to foster a respectful and inclusive environment for everyone.
Support Services: The university will provide support services, counseling, and resources to individuals who have experienced discrimination, harassment, or unequal treatment. These services aim to empower women and ensure their well-being.


Starting from admission till the graduation process, tracking mechanism for female candidates is employed by university for assessing the progress of female students. There are more than 6000 students in the campus and each and every individual student is monitored through the Hemis Platform as a record which consists of all the details of the students including their personal details, performance of students, End Semester Examinations, their scholastic activities, cocurricular activities etc. All the details are kept as a record for assessing the performance of the students.


Some branches like Computer Linguistics and others, the admissions taken by the female candidates will be very less. So in such a situation, the university provides additional support to the female candidates who wish to join these streams without any hesitation.


In the case of women candidates, there are several bodies created for their safety. A Women Empowerment Committee is established with the motive of empowering the students as well as the staff. Then an Online Complaints Application is established so that the female staff or students if they have any grievances, the same will be addressed. Several subordinate bodies like department for youth affairs and spiritual enlightenment are also established by the Institute for the women and female students. The Dean, Research has taken a lot of specific measures when it comes to women empowerment.
TSUULL has charged the department of Youth Affairs as a responsible administration for discrimination cases at university and duties that it represents are as follows:
• Continuous improvement of the management system in the process of spiritual and pedagogical education;
• Development of plans and programs of spiritual and pedagogical education and control over their implementation;
• Familiarizing students, professor and teachers with the speeches of the President of the Republic of Uzbekistan, orders of the Cabinet of Ministers in time, and organization of comprehensive explanatory work;
• Holding meetings on various educational issues;
• Improving the system of cooperation with law enforcement institutions in order to prevent crime;
• Prevention of restriction of the rights and abuse of professors, staff and students of the University on the basis of nationality, sex, health, religion, appearance and race, preservation of gender equality of woman and man, to create conditions for their free creativity and reveal of talents.
• To help families with low-income and families needing social security, orphans and bereaved students to find their place in society, to form the necessary skills and to involve them in scientific and professional extra-curricular activities based on their interests, to provide appropriate benefits if necessary;


This policy will be periodically reviewed to ensure its effectiveness and relevance. Feedback from stakeholders will be considered in updating the policy and related procedures.
By upholding this policy, TSUULL affirms its commitment to fostering a culture of equality, respect, and non-discrimination, and to empowering women in all aspects of university life.
